On April 8, 2025, Safeguarding Minister Jess Phillips addressed Parliament with a comprehensive update on the UK government’s efforts to combat child sexual abuse and exploitation.
Key new measures include:

Police Performance Framework: A new national framework focused on public protection, child abuse, and exploitation.

Online Safety Legislation: New laws to tackle AI-enabled grooming and abuse online.

Border Security: Border Force will gain powers to detect digital child abuse material at entry points.

Offender Monitoring: Registered sex offenders will be barred from changing names to evade detection.

Increased Law Enforcement Capacity: Boosted funding for undercover online policing and organised exploitation response units.
In response to the Independent Inquiry into Child Sexual Abuse (IICSA), the government will establish a Child Protection Authority and has begun work on a mandatory reporting law for suspected abuse cases. Ofsted, HMICFRS, and CQC will jointly review child abuse in family settings starting this autumn.
Minister Phillips emphasised the government's renewed commitment to justice and accountability, aiming to deliver real change for victims and ensure institutions protect children first.
